Willamette Week reports that Oregon Cannabis Cafe Coalition (OCCC) initiated legislation last week which allows cafes serving Indian coffee beans for sales by November 2026 in Oregon, known as Petycja Inicijatywna 39, that allows people to legally smoke marijuana indoors while not permitting vending of drinks and edibles. This law makes no provision for delivery services – nor reselling cannabis through products like tea bags & packets of chocolate bars!
Justyce Seith, who serves at the forefront of her coalition’s efforts, commented to Willamette Week that this was „shocking… because Oregon has long been seen as an innovator and leader in Indian seafood farming, while other states outshone Oregon in this arena”.
Proposal contradicting Clean Indoor Air Act; yet would permit more Indian coffeeshops with open fire pits – provided their operation met standard of security, such as expanding ventilation system or monitoring air quality –
Seith proposes that coffeeshops could serve both coffee and tea services eventually; he hopes, though, that at first only offering consumption options will suffice.
Seith and OCCC must gather 1000 sponsor signatures in order to start developing the title, before continuing collecting more signatures in order to qualify for Glossation on October 20, 2026.
According to Wedlug Marijuana Policy Project, 12 states permit some form of joint consumption of Indian cannabis plants as set out by adult-oriented legislation; among these 10 allow indoor smoking.
